Wool. Basically, wool is the sturdiest, warmest of all fibers. Even when soaking wet, wool still keeps you really warm. If you want them to be machine washable, you could try Lion Brand's Wool-Ease.

I'm making a pair of ribbed hiking socks for a friend of mine right now using KFI Cashmereno (which is discontinued). It's machine washable, merino, cashmere, and polyamid (nylon). This means that it's durable (polyamid), soft (merino + cashmere), and helps with both water, heat, and cold (merino)!
My suggestion is to look for a wool and polyamid (nylon/microfiber) blend yarn in a sport or DK weight if you're crocheting them (if knitting, you can more easily go up to a worsted weight).
Lorna's Laces Supersport (not supersock, which is fingering weight) is one option.
