I haven't tried this out yet personally but saw it in a Windows Tip of the Day blog entry (http://windowstipoftheday.blogspot.com/2005/09/photofiltre-free-image-editing-program.html) and thought I'd pass it on...
Photofiltre - http://www.photofiltre.com - is a graphics program that's free for non-commercial use and according to the Windows Tip of the Day guy it works pretty well. I'm downloading it right now to see if it'll clean my terrible photos better than Paint Shop Pro :U
