Another Bag

I want to start another Felted Bag, but I want to use some of the handles you can find at the craft store and not one made with the yarn.

How should I attach these handles and should it be done before going into the washing machine?
Can it be done with a felted bag?

I made a felted bag with beaded handles but I attached the handles after the felting mainly because even though I had done samples first, I wasn't sure exactly how much the bag would shrink, so I was concerned that the handles would be attached too far apart or too close together otherwise.
