That looks like a giant solid or almost solid granny with a fancy edging and ribbon woven through.

The embellishing is what makes it so much more girly. You can even take a simple baby afghan and throw on ribbon rosettes and weave a ribbon through it and it will make a world of difference.

For my niece's christening last year, I made a blanket using this 12' square pattern (http://www.geocities.com/cdjsimon/birthday_flower.html). I used a mauve and a white in a shiny boucle. It turned out gorgeous.
