I have looked all over the internet, and I know I have run across this dress before. I believe it has a shell pattern skirt and is modeled on a large doll. If you have any ideas I would be very greatful! Thanks

Maybe it was here. There are many examples on dolls, and some with shells. None that are red, white, and blue though.

Maybe if you could give us more info like was it a freebie, was it for a baby or a toddler or doll, etc.
