Don't know if this (http://cgi.ebay.com/DANCING-FAN-WHEELS-CIRCLE-QUILT-AFGHAN-CROCHET-PATTERN_W0QQitemZ280150534775QQcmdZViewItem)is anything similar, but it's done in strips then put into a square.

There's one here called a color wheel (http://cgi.ebay.com/COLOR-WHEEL-AFGHAN-CROCHET-PATTERN_W0QQitemZ160219538862QQcmdZViewItem?IMSfp= TL080317142a19051), but it doesn't look like what you described.
And if you scroll down to the last comment on this blog post (http://www.tamemymind.com/blog/2007/03/19/round-afghan-blanket-patterns-crocheted-or-knitted.php).. there's talk of an old pattern called a Color Wheel...in a COLUMBIA-MINERVA LEAFLET 2527
Hope this helps some.

The "Color Wheels Afghan" is in McCall's Book of Afghans from 1976. It is made with strips of sc in back loop only that are gathered into a circle with decreasing cluster stitches. Then you crochet around the circle to form the square. I know McCall's repeated patterns in different books, so you may find it in other McCall's books too. (Knew I had seen it somewhere...anybody want to guess how long I looked online before I walked across the room and picked up the book to look in it? ;) )
Here is a thread about an afghan that looks very similar, not sure if the construction is the same or not www.crochetville.org/forum/showthread.php?t=72550
