Milady's fan afghan

Hi. I have the pattern called milady's fans, but the wording is not very clear on row five and the edging rows.
Could some one please help me out. I would like to make this for a wedding gift. Teapot

It is from the year of afghan book collection, book one.
It is shown in off white or white.

Is the pattern made where the fans are white + 3 colors then one is joined half way on the one below it?
