Have your tried CPC www.crochetpatterns.com (http://www.crochetpatterns.com) or Free patterns www.freepatterns.com (http://www.freepatterns.com)
They may have plenty of clothing. Heck, you may even be able to use the patterns for the 18 inch dolls that are available in the designers den here.:hook

Is it possible to see a photo of the bear - and that may give some of us an idea on what to go on when looking for patterns?

Darksi has alot of patterns that you probably can use with just a little adjustment. Just join her yahoo group for all the patterns and discussion.

Darski has a lot of her patterns here in the free pattern section... I'm sure they would work for the Panda..

For dresses and other clothes, you might try baby clothes; that panda sounds about like a newborn size. :) Just a suggestion... Plus, with dresses, you can pretty much make them as long or short as you like anyway.
This is for a cabbage patch doll, so it might be more the shape of a panda:

Skirt, could make more or less ruffly if you need it more or less big. :)

Turtleneck sweater that might go with the skirt lol:
