You could just crochet a long tube with a net stitch (like that used on expandable grocery bags). Then, just run a crocheted cord through the top to gather it to fit.

If you scroll down the page you will find the "Flirty Skirty" here (http://www.kraemeryarns.com/patterns/).

If you Go to CPC here (http://www.crochetpatterncentral.com/directory/womens_dresses_skirts.php) there are a ton of skirts. You should be able to find something that will work.

Actually, Flirty is knit. Now if you had a knitting machine you could whip it up in a fairly short time. The site, though, has some great patterns, including a few crocheted.

Wow, They used to have that skirt on the website and it was in crochet. The patterns are mostly knit but sometimes they do throw in one or two crochet patterns. Sorry for the mix up.

Positively Crochet by MaryJaneHall has a lovely lacy skirt/beach wrap that is adorable, and would look nice over leggings (at least, I think it would)
