I am wanting to try my hand at making an actual wearable piece and I am just in love with Mrs. Who! pattern found here:
http://www.crochetville.org/forum/showthread.php?t=6750
I found it to late so I can't see the pictures and I am not one that can crochet something with out pictures or a definate pattern. I would really like to make this particular pattern but I don't know what the pattern is.
Can anyone help that has made this before??

No the Caron one isn't similar. Caron's is made regular cardigan style. Mrs. Who's is made side to side, sew two sides up for arms, then add the trim/ruffle of your choice.
If you do a search in the wearables section, you'll find a few that members have made with pictures.
If you go to Ravelry and search for Mrs. Who, you'll find the orginal pictures plus many other members versions.
Here are some similar shrugs, all without the extra trim/ruffle but you can add that easy enough just by going round and round the open part.

I was lokoing at this and found photos of the fnished shurg, they were in the link, but lost in all the posts... I found them as I love the finished look and this might help.
These don't have the individual step by step but lots of various photo shots and some with side shots to give you an idea.

If these don't help, I don't see much step by step help in patterns so I'm not sure which one would help. I can do better with more then one photo, that's one reason I like Crochet Today, they do various photos, sometimes more then 2 and in different ways and sometimes close up. Helps termendously I know.

Yes she only had two photos but if you click on 'project' on the upper right side, you'll be taken to everyone who has made it and posted it. More photos.
