Need Help With Baby Bootie Tie

Hi Everyone,
My daughter recently recieved a lovely pair of knit booties as a gift. They have a very unique tie, and I would love to figure out how to make this tie. It looks like a twisted nauticle rope and there are four end yarn pieces on each end of the tie. Any help is much appreciated, as I would love to incorporate this tie into some of the booties I make. Thanks.

Thank you so much magiccrochetfan! That was exactly what I was looking for. I used one strand of yarn and the resulting rope tie is the perfect touch for a pair of booties that I am placing on top of a diaper cake with a sailboat theme for a baby shower! :-). Much appreciation.
